Rebecca’s policy and legislative background began in 2008 as the primary lobbyist for the American Civil Liberties Union (ACLU) of Nevada. While at the ACLU Rebecca made partnerships with colleagues and advocates across the state of Nevada and the nation, developing bipartisan approaches for responsive policy restructuring. Representing the ACLU’s interests, she worked extensively on issues relating to the criminal justice system, mass incarceration, the “school-to-prison pipeline,” and free speech, as well as LGBT, privacy, voting, and 2nd Amendment rights. Rebecca has worked on hundreds of pieces of legislation over three regular and one special legislative sessions with personal and professional partners from both sides of the political spectrum.
Now, under Ms. Gasca’s direction as CEO, Pistil & Stigma has become a full service firm that designs traditional and non-traditional community relations and public outreach tools. She has expanded Pistil & Stigma’s focus to areas stretching from energy policy and juvenile justice to medical marijuana and national health care policies, as well as economic and business development. In addition to a B.A. in Economics and a B.S. in International Business, Ms. Gasca holds two certificates in mediation and conflict resolution and a separate certificate in grant writing. She is also Spanish/English bilingual.
